SUBJECT: Washington Consultation with Ambassador Bruce
The President would like you to return to Washington for
consultations with him and Ambassador Bruce for a few days, including
a National Security Council meeting tentatively scheduled for July 21.
We recommend that you return via Europe so that you can pick
up Ambassadors Bruce and Habib enroute; both will be in
London. You should plan to arrive in Washington on July 18 and depart
July 2 2 o r 2 3.
