No Objection to Declassification in Full 2010/04/16: LOC-HAK-67-4-19-3 CONFIDENTIAL April 22, 1975 MEMORANDUM FOR: PHILIP BUCHEN FROM: BRENT SCOWCRCFT SUBJECT: Response to Church Committee Request for CIA Backup Materials Relating to Director Colby's January 15, 1975, Testimony Before the Senate Appropriations Committee The NSC Staff has reviewed documents provided by the CIA in response to the Church Committee request for materials relating to Director Colby's January 15, 1975, testimony before the Senate Appropriations Committee. With one exception, I concur with your recommendation that the Committee staff bemprovided access to certain of those docu- ments. The exception concerns documents to be provided in response to Question 20 detailing the conduct of the mail inspection programs carried on during the period of 1953-1973. It is believed that the public disclosure of these documents could result in damage to our relations with the Soviet Union and the People's Republic of China and that, therefore, they should be placed in the category of particu- larly sensitive documents for which special handling procedures will be required. Apart from these documents there is no objection to the Committee staff being provided access to the other materials in envelope number 1, as described in Mr. Wilderotter's memorandum of April 11, 1975.
