SUBJECT: Greek Under Secretary for Foreign Affairs Requests to
See You
State would like you to know that Foreign Affairs Under Secretary
Christos Xanthopoulos-Palamas will be in the United States October 7-20
as the head of Greece's delegation to the UNGA and is requesting to
call on you. [He is also requesting to see Secretary Rogers either in
Washington or New York.]
? Palamas, Greek Ambassador to the U.S. [1967-1969], became Under
Secretary for Foreign Affairs last July when Foreign Minister Pipinelis
died. Papadopoulos assumed Pipinelis' job but the role of Palamas as
Under Secretary has been enlarged considerably beyond that of his
predecessors. He is known to be a moderate and friend of the U.S.
?You may remember him.
Given the fact that the President will not go to Greece on his trip and
Papaclopoulos has already noted this fact with regret, this would be a
helpful show of interest. You could give him a personal briefing on the
trip.
Recommendation: That you agree in principle now, if you think you can
give him 30-40 minutes to discuss the situation in the Mediterranean.
[He will be in New York October 7-20 heading Greece's Delegation to the
UNGA, so he would have to come down especially for his meeting. If you
approve, we will try to work something out as to timing later.]

Subject: Request for Appointment for Greek Under.
Secretary for Foreign Affairs, Christos
Xanthopoulos-Palamas
Under Secretary Palamas plans to be in New York
October 7 - October 20 heading Greece's delegation to
the United Nations General Assembly. He has requested
an appointment with the Secretary (either in Washington
or in New York) and would like also to call on you.
Palamas was appointed Under Secretary of the
Foreign Ministry in July after the death of Foreign
Minister Pipinelis. Prime Minister Papadopoulos
assumed the portfolio of Foreign Minister, while at
the same time enlarging considerably the responsibilities
of Under Secretary Palamas.
If your schedule permits, it is recommended you
receive Palamas for a brief call during his stay in the
United States.
