It is requested that Dr. lof your organization be
permitted to join Mr.l of 5022 in a study of The Communica-
tions Security Threat to selected SIGINT sites posed by Soviet multi-
disciplinary teams. Such a threat effort would typically involve electrical,
psychological, pharmacological, and other ingredients which when properly
synthesized would either cause death or severe capability degradation to
the site personnel. This effort would encompass the determination of both
the current nature and extent of this threat as experienced at the selected
sites as well as the expertise evidenced in each of the threat ingredients
discovered. The effort would be undertaken on a time-available basis only.

in persuing issues and lines of inquir concerning the Soviet'Threat which
were raised during the studies of the Of chief interest is

against SIGINT site/communications personnel. Both are familiar with the
Threat and medical studies to some extent, and believe as I do
that these same kinds of questions need to be asked periodically about
suitable environments.
All of us are familiar with the DIA Controlled Offensive Behavior
Study of the Army Surgeon General Medical Intelligence Office dated 1972.
Highlighted in this work were various efforts at Soviet behavioral control
involving drugs, physical abuse, electrical methods, and parapsychological
and psychological methods of behavioral control or personality destruction.
In his study of KGB training and the mentality of the KGB officer, Dr.
::]Found a considerably and unexpected emphasis on parapsychology.

Khokhlov found widespread evidence of KGB experiments aimed at devel: _)ing
paranormal abilities.) Khokhlov in his BBC film appearance about Georgi
Markov worried about increased KGB and Bloc Secret Services' aggressiveness
against the West. Greatly increased Soviet Bloc intelligence aci vity
has been noted in the U.S. particularly since 1975. Soviet interactions
with the Jonestown group left many questions related to the range, diversity,
and aggressiveness of Bloc intelligence to destabilize and disorient Western
Society and specific t:?rgets.

Recent studies referred to by Dr. W. Ross Adey of the Veterans Administration
Hospital in Loma Linda California, call into question again, the effect of
low levels of specific kinds of microwave radiation. Frequencies used by
the military radars have been shown to cause changes to brain chemistry. (It
causes the release of a large amount of calcium ions which affects brain
signal transmissions.)
As Dr.~ has a number of sites under his cognizance, he decided,
in view of the above considerations, that it might be an opportune moment
to take another look.

SUGGESTED MAJOR PROGRAM STEPS
1. Survey sites for any significant drop in efficiency or production due
to illness - physical or mental - over a four year period.

2. Study-def#eetAsite to determine specific disease symptoms and their
relationship to expected rates and types of illness as predicted by
medical authorities for this environment and health type of these
personnel.
3. Consider what the cycles of actual disease outbreaks are, and whether
there seems to be a relationship between cycle and the reinforcement
of a panic or strong fear effect to keep qualified people away from
the site.
4. Determine how the desease enters the environment.
5.' Determine if counterintelligence has any information concerning hostile
CBR experts being either near the site area or in contact with anyone
who travels to the base.
6. Check other deficient sites for similar problems.
7. Determine if consistent hostile activity patterns are present and profile
them.
8. Report findings and recommend remedial measures if applicable.
