A recent study by the NSA Advisory Board, Novel Cryptologic Techniques Advisory Ad Hoc Group and its report issued 9 September 1981 on the subject of 13svchoenergetics has recommended a course(s) of action by NSA. In effect, this ,iTI-change-NSA activities on this subject from that of an observer attending Army, DIA, and CIA sessions on this topic to that of a participant having an initial and modest commitment to exploring actual psychoenergetic principles for application to cryptologic operations and also to supporting community research. As such, this effort will require guidance, direction, coordination, and a continuing evaluation to assure that the activities to be established maintain the highest standards and objective leadership in a subject that is controversial in the scientific community as well as in the public sector. 2. DDR should take personal recognizance of this area of activity for NSA during its infant stages of operation, to provide guidance on a scientific as well as re..e-ax's and devel opr.ent basis to other NSA organizations, to maintain cognizance - of the operations 6y _the DD)to coordinate the participation of DDO elements, and to priva-tely brief-the Director, NSA of the status of these activities and to r advise on the general course of direction. 3 External association on this subject is to be maintained on a severely limited basis. Continued participation in Intelligence Community meetings should be maintained in the usual manner as has been practiced by NSA to date. A sponsor- ship of research by the community in order to sustain a foundation of knowledge directly applicable to the techniques applied by NSA is to be sustained without direct attribution to NSA. The form and function of this support is at the discretion of the DDR, but should be sufficient to sustain a source of pertinent scientifically respectable information to serve as a reference point for specific NSA practices. 4. An appropriate means of maintaining internal NSA security to limit access on a need to know basis on this topic should be developed at the earliest possible time. Security practices shall allow interested parties in the Intelligence Community to be apprised by the DDR on the NSA activities and sustain necessary bilateral exchange of support.
