Predicting times, places, and types of Weapon Tests. 2. Finding new communication's sites or SIGINT sites. 3. Developing cribs for C/A. B. -('TSf Level II - Develop an in-house program to enhance PSI talents to permit and more greater and more timely SIGINT exploitation, and to determine COMSEC Threat as well as inovative defensive measures. 1. -M Because of Psychological and Security risks: a. Only a totally integrative human personality growth program incorporating PSI talents should be used in the Agency. b. The program should only be voluntary. c. Because of the security risks and the potential of such powers - only those with the highest ethical standards should be allowed into the program. d. Only fundamentally well-balanced persons should be allowed to participate. 2. JS-)' The PSI growth program should be primarily oriented toward identifying and developing the talents as they naturally emerge, and in the personal mode in which they express themselves. 3. 4 5j" PSI teams should be used operationally only where other methods fail. The results should always be checked by more conventional methods (SIGINT Overhead etc.) before being used. 4. -+T&)- An Agency talent search should be conducted to determine the range and type of usable talent available in the population.
