The United States Intelligence Board has requested one of its
committees to prepare a cost-effectiveness study on certain existing
and planned electronic collection systems relating it to the Board's
approved requirements. T h* Board desires to have, the assistance of
from outside the Government in the preparation of this study.
The Director of Central Intelligence as Chairman of the Board
has requested you to serve as one of the outside experts. I am advised
that in informal discussions of this matter you have indicated your
willingness to do so. The other experts being requested to serve are
Dr. William J. Perry of the Electronic* Signals Laboratory, Inc.,
and Dr. Leonard S. Sheingold of Sylvania Electronic Systems, Inc. ,
who have also indicated their willingness to help.
