Ny- dear Admiral Hillenkoetter:
The arrangements contained in your letter of October 12,
1919, are entirely satisfactory to the Department of State.
This support on the part of the Central Intelligence Agency in
providing the radio outlet base and suitable equipment where
needed will make it possible for the Foreign Service posts
concerned to maintain a continued flow of traffic during
emergencies which involve interruption of normal communication
channels.
At present, the radio stations at the posts concerned, with
the exception of are active stations and pass regular
post business on a ay- o-day basis through contact with military
facilities atj _j Operating personnel are part of the
Service Attaches' complement at each location. In establishing
the alternate emergency outlet, it is desired that the present
active circuits continue in force and shift from,workingI I. 25X1A
during emergency' situations. Additional
information from the 'field is required, however, before the best
working arrangements can be determined.
Accordingly, we are informing the field of the proposed
emergency arrangements and, at the same time, requesting that
they submit particulars of existing facilities, such as; (a) types
and amount of equipment on hand, (b) frequency range, (c) operating
personnel and (d) recommendations for additional equipment or
changes in present local installations deemed necessary to effect
a smooth
