1. Action Requested
The Information Management Staff (IMS) requests that the
Office of Logistics negotiate a contract with Operating Systems
Division of Logicon. This contract will provide for the
integration of hardware and software so that IMS can run
concurrent applications on its machine translation system. The
total cost of this work is exp to be approximately $32,263,
as shown on the attached 2420. 25X1
2. Background
The Agency has a high priority operational need to translate
Spanish documents to English. Based on this requirement, the
Agency is in the process of acquiring a Spanish-to-English
software system from Weidner Communications Inc. In addition,
DEC hardware is being purchased to upgrade our existing machine
translation system to meet the additional storage requirements
and to allow for the concurrent eration of two machine
translation capabilities.
3. Sole Source Justification
Operating Systems Division (OSD) developed and installed the
Agency's present machine translation capability (VISTA). In
order to run VISTA with the upgraded equipment, a contract is
required-to interface existing government-owned software with the
newly purchased upgraded computer hardware. OSD has been the

sole contractor involved in the the development of the VISTA
software and hardware interface logic, and is the only vendor
familiar with the VISTA system configuration. OSD is also
responsible for maintenance. It would be cost effective to award
OSD a contract for the required VISTA program revisions and
system support during the-implementation of the Spanish-to-
English software. OSD has the expertise and it has similar VISTA
hardware and software available in-house which can be used for
off-site development.
4. Summary
The attached statement of work has been mutually agreed upon
by IMS/SG and OSD. It-has been reviewed by IMS technical
personnel who have concluded that a contract can be agreed upon
utilizing this statement of work.
