Truck deliveries I I to Agency buildings in the metropolitan area will no longer be on a regularly scheduled basis. Trucks will be dispatched as full or near-full loads are accumu- lated except when required delivery dates cannot tolerate a delay. Rail shipments will be made in lieu of Agency-truck or commercial-truck shipments whenever feasible.
