CONFIDENTIAL (J proved For Release 2002/05/17 : CIA-RDP74B00415R000300140004-6 DEPARTMENT OF STATE March 14, 1972` MEMORANDUM FOR THE MEMBERS OF THE INTERDEPARTMENTAL GROUP FOR EUROPE Subject: Public Announcements on Matters Concerning U.S.-Soviet Relations During the period leading up to the President's trip to the Soviet Union in May, it is important that all aspects of our relations with the USSR be closely coordinated with the White House and that approval is obtained before hand for any public announcements regarding U.S.-Soviet negotiations and all other aspects of our relations with the USSR. As you know, the Interdepartmental Group for Europe has been designated as the focal point for the coordination of contacts with the Soviet Union. I should appreciate it, therefore, if you could insure that any proposed public announcements and any proposed communications to the Legislative Branch or to Soviet officials concerning U.S.-Soviet contacts be coordinated through me and my staff. I will in turn assure clearance, as appropriate, with the NSC staff. Matters treated in NSSM-143, NSSM-145 and NSDM-153?are especially subject to this require- ment. `_ yv ? `---- Martin'J.
