CONFIDENTIAL Office' Memorindum ? UNITED STATES GOVERNMENT TO : Director of Training FROM : Acting Chief, School of International Communism and the USSR SUBJECT: Weekly Activities Report No. 9 26 February - 5 March DATE: 6 March 1958 I. SIGNIFICANT ITEMS Nothing to report. -i C-7d 1. Introduction to Communism No. 18, which concluded 28 February, was considerably more successful than SIC staff had anticipated it would be. The loss of two days because of weather combined with a general lack of college background had seemed to presage an unusually difficult eight days for both students and staff. However, both groups rose to the occasion extremely well. No material was actually eliminated, with the exception of a few films. Lectures were shortened and study periods reduced, the class was most understanding and responsive, and the results surprising, thirty-five Excellents, forty-four Satisfactories, and only two Unsatisfactories. II, OTHER ACTIVITIES 2. onferred with on 5 March w erence to setting up a brief Communism program for five officers. The program which they requested represents t e usual standard coverage, but a refreshing note was added in the fact that they made a much more serious effort than is normally the case to select those officers who because of similar backgrounds and assignments would make up a reasonably homogeneous group and for whom, therefore, a more meaningful program can be developed. 3. USIA, has confirmed the postponing of SIC's program for USU-until 24 March. This should enable to enroll a better cross-section of USIA officers in this course. 4. training officer in FDD, has contacted SIC about the possibility of putting on a Party Organization and Operations course for FDD at Last fallts Approved For Release 2004/05/05 : CIA-RDP60-00594A000300070034-0 25X1 25X1 25X1 CONFIDENTIAL Approved For Release 20 MMId"L-00594A000300070034-0 USSR Country Survey, while it was well attended, did not provide the type of Communism coverage needed for the Free World branches of FDD. Some of our recent Party Organization and Operations students have been from this division and have apparently spread the word that this additional training would be useful through- out FDD. While putting on a course at is somewhat inefficient from SIC's point of view it is pro a y the only may to get to this group of people since it is considerably more wasteful of man-hours if FDD sends a large group to Alcott Hall. PDD has a significant concern with Communist Party activities in the Free World. It now publishes a periodic review of press coverage of national Communist Party developments. SIC is pre- pared to undertake this commitment, and FDD will probably be di- recting a request for the program to DTR. 5. Since registration for the next USSR Basic Country scheduled to begin on 18 March, is not satisfactory has begun a series of consultations with training ers, both to publicize the course and to determine if some er type of coverage would be more useful. These discussions ve thus far covered ORR, OCR, and 0 The results have been unaware of what the USSR Survey represents, and some were unaware of SICts existence and had no understanding of what OTR was attempting to do in the Communism field. This lack of under- standing will certainly be rectified through additional con- ferences of this nature. ather startling. Most of the people to whom he talked were III.
