I. Since receipt of referent memorandum we have reviewed Volume II
of the Human. Resources Intelligence Collection Management Manual and note
that it deals extensively with sensitive aspects of clandestine intelligence
tradecraft. These are matters involving intelligence sources and methods
which I an enjoined by statute to protect. In line with policies laid down by
the chairmen of the committees with oversight responsibility over the Agency,
I have not been free without their prior approval to discuss these matters
oetside these committees.
2. In these circumstances I cannot concur in your suggestion that
Parts III and 1V oi the material in question be displayed to members of the
House '3ubcorran4ttee on Foreign Operations and Government information.
3. For similar reasona? I would recorr-mend against your proposal
that certain rnernbers of the Subcommittee be allowed to review the entire
manual.
4. The enclosures dealing with definitions which you propose to pass
to the e'ubcornmittee do not represent the s.greeti definitions of either the
community or this Agency, and have, moreover, been subject to widespread
coolusion and misinterpretation in the public mind. I would therefore
recommend against providing any of this material to the Subcommittee.
