MEMORANDUM FOR THE RECORD
SUBJECT: IRAC Meeting, 11 November 1975
The main points were:
(a) advice that for FY-77 if the Community can 25
OMB will "go away'
and the President will be. satisfied. 25X1A
(b) -got agreement on forming an IRAC Task Force to explore
arrangements responsive to the House Appropriations Committee requests
for standard Intelligence Community submissions of budget justification
details. (Al Hall noted that this will require DoD to submit two budgets;,
one would be DoD-wide, the other would be in the intelligence format.)
(c) As for special intelligence studies requested by the Congressional
25X1A Committees, oted that many studies never get formal approval
and contain recommendations not worth implementation. It was agreed it
will be best to arrange briefings for Congress on the results of such studies
rather than making them available in toto.
(d) Noting Congressional appropriations committees' request for
reprogramming reports, it was agreed that an IRAC Task Force will be
formed to consider ways to provide this service.
(e) referred to this year's "disorder" in getting an Adminis-
tration pose. ion together to appeal Congressional cuts. He asked that we
explore ways to get "better coordinated" and the DCI tasked the I.C Staff
to come up with some suggestions.
25X1A (f) ran down a list of issues that OMB intends to take up first
with the Director, OMB, this weekend and later--in a week or so-.-with
t:he President. We are invited to get DC,I views in draft into OMB hands
in the next day or two, prior to OMB's fixing on the nature of the issues.

KIQ/KEP. This caused a good deal of discomfort. The usual caveats and
concerns were expressed. The DCI and ASDI seemed in agreement that we
must try to come up with some specifics which can serve as the basis for
resource allocation decisions; otherwise the system should be discarded.
