SUBJECT : Recognition for Naming Antarctic Peak after
Leonard H. Dykes, CIA Retiree
1. Actions Requested:
a. That you approve and sign the attached letter to
Mr. Dykes which recognizes the honor paid him for
his contribution to US Antarctic activities.
b. That,you approve the recommendations in paragraph 3
below.
2. Background: The US Board on Geographic Names has
released T list of approved names which include the designation
of an Antarctic mountain peak after Leonard Dykes, an Agency
employee who retired in 1973. The Board's decision commemorates
Mr. Dykes' 20-year service as the CIA representative to a
succession of interagency Antarctic policy committees. (Mr. Dykes
was awarded the Agency's Intelligence Medal of Merit in 1973 in
recognition of this and other fine work during his career.)
This decision of the Board was recently brought to the
attention of Messrs. and Herb Hetu who suggested
that this episode might be recognized in one or more of the
following ways:
a. letter from you to Mr. Dykes recognizing this honor
b. brief item in the DCI Notes
c. bulletin board display in Headquarters Building
d. general or special press release

3. Recommendation: We believe some recognition of this
event would be appropriate, both to honor Mr. Dykes for his
exceptional service and to give some publicity to the policy
support work performed by analysts in CIA. To this end we have
prepared the following attachments:
a. letter from you to Mr. Dykes.(Attachment 1)

build a story questioning. the motives behind US intelligence
