SUBJECT Proposed Soviet and East European
Key Intelligence Questions for FY 1976
1. Attached are drafts of the Soviet and East European
Key Intelligence Questions (KIQs) that I propose for FY
1976. You will notice that they represent one selection
of the most important intelligence topics for the next
year or so; it is anticipated that many other important
intelligence topics should and will receive our attention
in the course of our year's work, but not as KIQs. Addi-.
tionally, NIOs SP and CF have been or will be in touch
with your organizations on KIQs in which I have an interest
but for which they have responsibility.
2. Note that I propose not to repeat FY 1975's KIQ 15,
on the political influence of Soviet naval forces. This
will be the subject of NIE 11-10-75, scheduled for
September; in addition, the subject will be taken into
account in KIQ 3 and in a NIO/Conventional Forces KIQ.
3. I should like' to discuss these draft '76 KIQs with
you or your representatives on Friday,13 June at 1000 at
Langley, Room 7E62. During the following week I will be
consolidating the results of our discussions with the draft
KIQs of other NIOs for pr ion of a draft collectior?5X1A
