SUBJECT: Minutes of 14 February 1978 Meeting
1. A summary of the 14 February 1978 meeting of the
Intelligence Definitions Working Group is attached for your
information. Also attached is a complete list of definitions
approved by the Group to date. The most recent additions are
asterisked.
2. The next meeting of the Working Group will begin at
1330, 21 February 1978, CHB Room 5S09.

TNTELLIGENCE DEFINITIONS WORKING GROUP
14 FEBRUARY 1978
1. The Acting Chairman noted that Decontrol had
inadvertently been picked up in the 7 Fewglossary, of-ter
being dropped on 20 Dec. It has once again been dropped.
2. A grammatical correction was made to the definition
of Intelli ence, as shown in the latest glossary. The words
"acquire an were added to the first sentence of Intelligence
Cycle, also as shown.
3. An OPP candidate definition of Information was dis-
tributed. Additionally, the FBI membercfiistri ute a pro-
posed new definition of Foreign Counterintelli ence, along
with the current definition an t e E.O. e inition. These
are attached for those members not in attendance and will be
considered at an early meeting.
4. The Navy member submitted two additional items for
the "Other Glossaries" appendix, in addition to a list of
acronyms. A11 members who have not yet done so are encouraged
to make contributions to the "Other Glossaries" appendix.
5. At the Group's suggestion, the Acting Chairman will
consult the DoE member regarding adding "Nuclear" to the
term Proliferation Intelligence.
6. The Group discussed and accepted several terms from
the NSA list, as shown by asterisks. A number of obsolete
terms were dropped. NSA agreed to fix the definitions of
Industrial Securit Signals Security, and Foreign -Communica-
tions or cansi~tion at a later meeting. Anew ~.e~iriition
o~ FISINT was accepted, as shown. The definition for Critical
Intelligence was adopted from the list provided the Senate
Select~ommittee on Intelligence in 1976.
7. The next meeting of the Working Group will begin
at 1330, 21 February 1978, CHB Room 5509, at the word
Upgrade on the NSA lists.

DEFINITIONS WORKING GROUP - CURRENT DEFINITION
FOREIGN COUNTERINTELLIGENCE (FCI)
Intelligence activity, with its resultant product,
devoted to countering the effectiveness of foreign intelli-
gence activities and undertaken to protect the security
of the United States, its personnel, information and
installations against espionage, sabotage, and terrorism.
Foreign counterintelligence does not include personnel,
physical, document, or communications security programs.
EXECUTIVE ORDER 12036
Counterintelligence means information gathered and
activities conducted to protect against espionage and other
clandestine intelligence activities, sabotage, international
terrorist activities or assassinations conducted for or on
behalf of foreign powers, organizations or persons, but not
including personnel, physical, document, or communications
security programs.

all levels of reliability, and from all. kinds of sources
which, when processed, may prove to contain material
which will become intelligence information. (See Intelli-
gence Information.)
This definition combines existing definitions found in
the Church Committee Report and JCS Pub 1.
