Colonel Houser Wilson in Colonel Geary's office called his morning to state that ? eneral White's office had called, indi- ating that the General planned to brief a group of high-ranking Cficera this morning on OXCART as it fits into the problem of "over- all reconnaissance in the Defense establishment". It was planned that the, briefing would be given to Admiral Burke, Generals niter and Decker, USA, and General Shoup, U 9W. Admiral Burke had been briefed on OXCART in the past,, but the other three officers had not received a proper clearance and briefing. 2 . Colonel Beerli and I communioated with in General Cabeil's office, transmitting General White's desires, and General Cabell then discussed the matter with r. Dulles. In a matter of a few mutes, we received a call from indicating that the Director and General Cabell concurred in the proposed briefing of Generale Decker, Lemnitzer, and Shoup. I also advised Colonel Wilson and emphasised. General Cabell,'s request that these officers be promptly signed up with the necessary briefing forma.
