Thank you for your fetter of November 27, 1978, in which
you express concern over the missing classified documents which
were cited in press reports of the espionage trial, of William Kainpiles.
The Director of course shares your concern, and one of his
continuing high priority objectives is a review of our entire security
system, covering classified material handling, personnel security,
and the physical security of our installations. Well before the
Kampiles case, security procedures were being studied, overhauled,
and tightened.
As to your specific suggestions, I can assure you that the Office
of Security is conducting a thorough investigation into all aspects of
the incident. I am confident that from this investigation and the
ongoing review will come procedures which will improve classified
document handling and accounting and, as much as humanly possible,
reduce the possibility of a recurrence.
