designee AD/DCI/CT; DDO; met with
James IIowar.d, Cliff Fowler, Michael Gryszkowiec and. Mike
Duffy, of GAO, in the Cf;R Conference Room, to discuss the
GAO drift report of its investigation on 0. It was
agreed that a number of changes are necessary wh:i ch both
GAO and CIA wi 1.1. work on and exchange for comment. (See
Memorandum For the Record prepared by Mr. Martel-)

Lumpkin, on the staff of the Subcommittee on International
Organizations, House International. Relations Committee, to
discuss the requests delivered earlier that day by staffers
Larry Sulc and Gordon Freedman. I told Lumpkin that I would
discuss the requests for additional interviews with her when
she visited. Meadq`iaarters on 7 July. I also told Lumpkin
that it would be preferable for her to rephrase her questions
relating to information in the recent ate- Select Committee
on Intelligence report on Dactivi.ties in the U. . so as 25X1
no speci ::i.caliy if the CIA was the source of particular
information or conclusions contained in that report. Lumpki.n
agreed to do so. Lumpkin, Suic, and Freedman will visit
Headquarters to-review file traces and discuss interviews on
7 July.
4. LIAISON Called Stephanie Panes,
on the staff of Representative Lester. L. Wolff (D., N.Y.), and
advised her that we were providing the House International
Relations Committee with a copy of the Agency publication
entitled "International. Terrorism: The Problems of Patron
State Support." There is a portion of the report- dealing
with Libya and I suggested to her that the Congressman might.
wish to drop by and obtain the report: from John J . Brady, Jr.
Chief of- Staff, House International Relations Conil"littec,
to read.

Staff Director, Subcommi-tt.ee on International Security and
Scientific Affairs, House International Relations Committee,
and provided him with certain editorial improvements to
those portions of the 7 June 1978 transcript on SALT, which
have been approved by the Agency ancl. National Security
Council for publ-:i cation. Spalat.:i n asked for a recent Agency
paper on "Communi_s-t. Aid to the Less Developed. Countries of
the Free World, 1976.". A copy was obtained from NFAC/CSS
and sent to him.

'Jim Fellenbaum, Senate Appropriations Comm:i.ttee staff- Fellenlhauna
said he was sailsfied on the matter.

Permanent Select Committee on Intelligence staff, called to
discuss the Irit.el.li.gence Community coordination aspects of
his HIIMINT study. (See Memorandum for W It Elder, dated

Foreign Relations Committee to chock on the status of S. 2894,
the "Human Rights Inst:itute" bill. To date no further action
is scheduled on the bill.
10. 1,EGISLATION Called the House
Post Office and ,:ivi. . erv]_ce 1Committee to chock on the status
of S. 990, the "Physicians Pay" bill recently referred from
the Senate. I was informed that the bill is pending before the
Subcommittee on Compensation and Employee Benefits with no
formal action scheduled.
