WORK STATEMENT ,
IHC SUPPORT GROUP TECHNICAL ASSISTANCE
The Intelligence Information Handling Committee of
the USIB, in concert with its subcommittees and other
USIB committees, will examine and analyze the intelli-
gence information and data handling needs, capabilities
and potential of available and planned resources. Addi-
tionally, it will maintain cognizance of research and
development efforts within'and external to the community
for the purpose of eventually taking advantage of these
efforts. It will also evaluate proposed new requirements
and capabilities.
2.0 SCOPE
Definition and implementation of studies and analyses
required by the IHC will be accomplished by the IHC Support
Staff and the subcommittees of the IHC as directed by the.
Chief of the IHC Support Staff. The IHC/SS will need tech-
nical expertise in areas of communications, data processing,
teleprocessing, man-machine interaction, system analysis
and synthesis, information processing and handling and
other technical disciplines. The tasks covered by this
work statement are intended to augment the technical
expertise in these areas resident on the support staff,
the subcommittees and the IHC and to fill in those areas
of expertise which may not be covered by available person-
nel.
3.0 TASK DESCRIPTIONS
TASK 1 - Under this task, technical assistance will be
provided for the preparation of a comprehensive Register
of Community Intelligence Information Systems and evaluation
of the present Intelligence Information Handling capabilities
of the community. Specifically, assistance will be provided
in defining the assets included in the system, identifying
the information flow through the system, defining and
quantifying important system parameters and estimating
the actual values of these parameters. Parameters are
expected to include timeliness, correlation capability,
accuracy, resolution, importance of data, and cost.

The baseline description is to be in sufficient
detail to identify potential areas of system improvement,
system cost reduction, and areas of in-depth analysis by
the IHC subcommittees.
TASK 2 - Ad Hoc technical support to `the subcommittees
will be provided in areas such as software, ADPE, commu-
nications/teleprocessing analysis, cost/benefit analysis,
and data correlation technology. It is expected, under
this task, that specific short term analyses and specific
pieces of available technical information will be provided
to the subcommittees.
TASK 3 - The IHC/SS will be required to correlate IHC
activities with the activities of other USIB committees.
Interfaces will exist between systems and capabilities
studied by other committees and those being analyzed by
the IHC will include multi-source correlation of intelli-
gence programs/systems. Trade-offs studies between these
capabilities will also be required (for example - trade-
offs between centralized processing vs. decentralized
processing at a data handling center). Under this task,
technical assistance will be provided to the IHC Support
Staff in defining technical interfaces, performing trade-
off studies and determining needs for standards.
TASK 4 - The IHC/SS will be required to correlate the
activities of the IHC subcommittees. Technical assistance
in interface definition and trade-off studies necessary to
perform this correlation function will be provided under
this task. Also, technical assistance will be rendered
in integrating the findings of the subcommittees into
the capability baseline via overall cost/benefit and
trade-off studies.
TASK 5 - The development of on-line data management systems
has provided the capabilities required for many users to
concurrently access data bases maintained by these systems
through the use of query languages. However, many differ-
ent query languages have been developed for each system
and application. As a result a user must learn and know
how to use a variety of query languages. While it is
reasonable to expect a programmer to know a variety of
languages, multiple query languages place an unnecessary
burden on the real users of an on-line data management
system. This task will address the solution (addressing
both hardware and software) to develop a standardized
intelligence. information query language. This task could
be performed directly under the IHC/SS and/or IHC committees
or assigned to an executive agency under IHC/SS management
review.

TASK 6 - Automation of the IHC Register of Community
Intelligence Information Systems and other IHC/SS tasks.
TASK 7 - Wideband Digital Data Transmission Study.
Determine the optimum bandwidth transmission techniques
and data rates for imagery exchange based upon users
needs. Consider rapid as well as slow (buffered)
techniques to include cryptographic capabilities.
Determine cost/benefit trade-off rationale to support
the techniques which would be applied to users needs
(requirements).
4.0 PHASING AND MANNING
Initially, support will be provided on Task 1. It
is expected that this technical support will consist of
one fully supported member of the technical staff for
three months. The support will be responsive to the
guidance of the Chief of the Support Staff. At the
end of that period further definition of specific
support sub-tasks should be available.

1. To assist in preparing the IC Staff Program Call
for FY-1975, I would appreciate receiving your estimate
of expenses in the following categories:
a. Planned use of contract personnel: number,
type (contract employee, independent con-
tractor), amount to be paid, justification
and. duratiorr of use.
b. Anticipated travel; number of trips, dura-
tion, destination and amount involved.
c. External training: number. of courses ;, and
dollar-amounts involved.
d. Equipment - purchase and lease: kind, justi-
fication and dollar amount.
e. Research contracts: number, reason and dol-
lar amount.
2. I would appreciate your estimates by close of bus-
iness 9 March 1973.
