1. This memorandum contains a suggestion for an item to be
raised at USIB.
2. The referenced mission had a duration of 6 days. It was
flown at an inclination of 960, which was based on SSD information
that the vehicle could furnish a lifetime of 9 days at that inclination.
During the final preparation for launch, the estimated life slipped down
to 7 days, and finally to 6, resulting in very inefficient use of film.
3. It Is recommended that the AFRO representative to USIB be
questioned as to his action, to insure that such an incident is not
repeated.
