N,SC 166/1 Merdo for NSC from Acting Executive Secretary, subject, "Reappraisal of the Military Effect of a Relaxation of Controls on Trade with the Soviet Bloc in Strategic Materials from Free World Sources", dated January 22, 1954 The enclosed report recommending amendments in NSC 152/3 relating to United States and Free World Controls over transactions with.Communist China is transmitted herewith for consideration by the National Security Council at its meeting on March ll ~. Attention is invited to the differences of view with respect to paragraphs 4, 5 and 7 of the enclosure. The enclosed report was prepared pursuant to NSC Action No. 952-b by the NSC Planning Board, including representatives of the Department of Commerce, on the basis of a draft prepared by representatives of the Economic Defense Advisory Committee and the Advisory Committee on Export Policy. An NSC staff study is enclosed for Council information.
