Photography of selected gross areas of North Vietnam will continue to be required and searched for Lookout purposes. 2. The Lookout need is for earliest possible detection of the transfer to Vietnam of additional types of Communist weapons. While surface-to-surface missiles are of special concern, deployment of other types of significant weapons-- air defense, ground and naval--are also Lookout targets for` early detection. 3. This means that we shall continue to need regular ;photographic coverage of selected large areas as well as the likely transportation points through which new equipment would be delivered. We may be able to develop some priority rating for certain areas relative to certain weapons. Even then, it is clear that at least broad areas along the north of Red River, as well as extensive sectors along the lengthy coastline, will need periodic coverage. So far, Black Shield photography provides the best and most certain coverage for most of our large area search purposes.
