Henderson (D. , N. Car. ), Chairman, Subcommittee on Manpower and Civil Service, House Committee on Post Office and Civil Service, who told me that the delay in obtaining a rule for the Wage Board bill has tied up the time otherwise available to the Subcommittee. It is my impression that he does not foresee a meeting of the Subcommittee before the recess. 9. (Confidential - JGO) Received a call from Marian Czarnecki, House Committee on Foreign Affairs staff, who told me that Chairman Morgan has approve a special meeting of the Inter-American Affairs Subcommittee, chaired by Representative Dante B. Fascell (D. , Fla. ), on the reported Soviet submarine base in Cuba. He told me that he had been in contact with several persons in the Executive Branch yesterday afternoon and last evening and had been advised this morning in a call from State Department that the White House had determined that Mr. Helms would be available to testify on the facts of the matter. After checking with Mr. Maury, I advised Mr. Czarnecki that this Agency is under the same restrictions that apparently had been detailed to him by State and DOD. Mr. Czarnecki thanked me and told me he would report our response to Dr. Morgan. 10. (Confidential - JGO). Received a call from Jim Wilson, House Science and Astronautics Committee staff, who told me that Representative Olin E. Teague (D., Tex.), Chairman of the Subcommittee on Manned Space Flight, is planning a talk later in the day and would appreciate advice on material that could be utilized from last week's briefing.
