SUBJECT : Intelligence Directive
1. Pursuant to our meeting earlier this morning and your
comments later in the day on our first "Intelligence Directive'-
draft, I am attaching our latest redraft for your consideration.

INTELLIGENCE DIRECTIVE
In the Directive by which tie President ordered a ten per cent
reduction in certain civilian ana' military personnel overseas a s f

provision was made for a separate Directive encompassing the same
general principle for the intelligence community. This was in recognition
of the fact that the intelligence mission is world-wide and, therefore,
when the normal U. S. presence in specific areas is being reduced,
intelligence assets should not necessarily be reduced on the same ba:is,
and in some instances might even have to be increased in the interest of
national security.
The Director of Central Intelligence will, in consultation with
components of the intelligence community, make recommendations through
the Under Secretaries Committee, for reductions in the intelligence
community to meet the over-all objective of an approximately ten per
cent reduction in certain civilian and military personnel overseas. The
reduction should be based on the assumption that BALPA cuts have been
completed and that earlier programs of reduction which have been approved
have also been carried out.
These reductions do not apply to intelligence personnel, military
or civilian, committed to U. S. operations in Vietnam and Laos and
related support activities in Thailand and Okinawa, or to intelligence
personnel included in units committed to NATO or U. S. Forces in

In pursuit of the objective for reducing the remaining intelligence
personnel overseas by approximately ten percent, the Director of
Central intelligence will be guided by the national priority intelligence
objectives to ensure that iactivities essential to the U. S.
intelligence
national defense and security a ---e not jeopardized.
The reduction should commence as soon as possible and must be
completed during Fiscal Year 1970. In order to allow time for appro-
priate review by the Under Secretaries Committee, the Director of
Central intelligence should submit his recommendations by September
15, 1969.
