The request of Mr. Tammen, Staff Con- sultant to the Environmental Committee of Members of Congress for Peace Through Law,for a visit of NPIC by Representative Gilbert Gude (R. , Md.) to determine possible application of technology to control the environment was discussed with I I and Mr. Edward Proctor. I felt there might be benefits from the visit, but he felt there would be problems in securing necessary approvals. Mr. Proctor did not approve, due to the absence of a clear purpose, the limited access to NPIC and clearance problems. I informed Tammen that his request would involve considerable coordination and I was discouraging as to its approval. He accepted but left open the possibility he might formalize his request through "his boss" and might gain access to NPIC through other channels. in the office of Senator John G. Tower (R. , Texas), sent application forms and brochures to be forwarded to a constituent. 25>215X1A 9. Mr. Holt, in the office of Representative Samuel S. Stratton (D. , N. Y. ), called regarding a constituent, 25X1A who had written the Representative advising that he had contacted the CIA for em-?loyment? Mr. Stratton is very interested in 2.5X1A the constituent and wanted to know if his application could be given priority. After checking with OP, I advised Mr. Holt that the Agency 25X1A had no record of application request, but that I would be glad to forward application forms and brochures to him. Mr. Holt said 25X1A this would be fine and asked that we keep the Representative advised of application. Called Dr. Harold Rosen, Chairman of the Group for Advancement of Psychiatry in Baltimore, in response to his call yesterday to the Director. Dr. Rosen explained that the Group was conducting a symposium on 26 March on broad aspects of psychiatry as applied to various fields and that Senator Ervin, who will be a speaker there, suggested the Agency might like to send a representative to discuss such subjects as "confidentiality" and "invasion of privacy. " I told Dr. Rosen we normally did not participate in matters of this kind and I doubted we would have much to contribute but I would be back in touch. 2. Jim Gehrig, Staff Director, Senate Aero- nautical and Space Sciences, called to say that Chairman Anderson wanted two of the junior members of the Committee-Senators Weicker and Buckley-- briefed by the Agency preferably at 10:00 a. m. on Tuesday, 16 March. He said he would like us to particularly emphasize to the Senators the sensitivity of the material. He said he too planned to explain the security problem and would like from us a little statement he could use for this purpose. He added that Senators Goldwater and Cannon might also attend. 3. I I Accompanied Mr. Houston to a meeting at the Department of State with Carl F. Salans, Deputy Legal Advisor, Department of State, and Ambassador Wimberley Coerr concerning the Case bill, S. 596, op transmittal of "international agreements" to the Congress. (See Memorandum for the Record) 4.1 1 Met with Mr. Ralph Preston, House Appropria- tions Committee staff, who asked when he could have the budget book for his review in anticipation of meeting on our budget with the Chairman and the group. Mr. Preston told me that the Committee schedule is firm for each day up to the April 7 Easter recess but that, the Defense Subcommittee will not be meeting on Fridays. He feels the Chairman may well utilize one of these Fridays to meet on the Agency budget, He also noted that his own schedule is such that we might try to plan to review some of the documents held by the Committee on the 24th of March or possibly another day during that week. I thanked Mr. Preston and told him that I would be available. Mr. Clarke, OPPB, has been advised.
