Note for Mr. Clarke:
Ed Proctor called to say that he had a long
talk with Admiral Taylor about the Panel.
The decision is to "turn the panel off" Ed said
that the DCI was sick of it. Adiral Taylor was less
bothered by the Panel, but he agreed. A principal
point made to Adniral Taylor was that the I I Panel
took a good deal of time generally at important periods
The Panel will not be dismantled but simply will
not be convened. Apparently there will be no report
this time. Ed will hold the material he has until
the topic cools off. Then he will send it down to
OSR. He has passed this information on to
My impression is that this decision should not receive
broad circulation.
