SUEJECT: Handling and Exploitation of Surrendered Japanese Documents.

1. The provisions of this directive apply to all agencies in
Japan and.Koroa that representTTnitcccd States interests in the collection
of documents.
2. For the. cesaenience of all concerned the following extracts of
existing directives are quoted:

BASIC POLICY
2. The examination of Captured tocuments and prisoners
of .!far under .:'J?__C is the exclusive responsibility of the
theater pool called Tx'anslator and.. interpreter service (TIS).
Uniformity of procedure e d centralized control are essen-
tial to the production of the maximum intelligence from
captured documents and prisoners of war at all intelligence
echelons with the minimum of delay in transmission.

petachmcnts to select for evacuation through normal chan-
nels to Translator and Interpreter service, GHO., only such
documents as are of immediate general importAnce. The re-
mainder will, so far r is nossi ble, be left "in place" after

ments which cannot be so left must be carefully collected
in central repositories to await final disposition.

RESPONSIBILITIES OF APE-11E3:
11. (1) Arranging for seizure and safeguarding of
documents.
(ii) Detailed planning for the handling of docu-
ments throughout ..their areas of responabi-di-ty.

as may be required in addition to those Language re-
?tachments and..TIS Advanced Echelons operating with Pivi
lions, Corps, Armies and Task Forces.

4. The organization and function of technical military
intelligence in this theater is designed to accomplish the
following primary objectives:

document activity.

e. To protect intelligence materiel and records
in limited numbers against exploitation by a single re
search agency, their removal will be cl.earcd through the
Occupation 7,orce Commander-, in order to make those items
:accessible to other intelligence agencies.

a. Documents to be evacuated will be selected at target site

b~ Each in ?:'Uence tear will be accompanied by an ATIS
representative to be '-furnished by the occupation force commander of the
,area in which the team is operating. This representative will assist
the field team in screening of documents.
c. 'Documents selected for evacuation will be prepared for
shipment, labelled in accordance with par. 4 and turned over to .T15
representatives: by collecting agency. Document will than be evacuated
through ATIS channels to Tolmro for registration, packaging, and ship-
ment to USA.
d. All documents emanating from Tapan and TTorea will be pro-
cessed through ATIS to `:'ashington -Document renter, combined Army-Navy
library,
o.. Duplicate copies selected by field agencies will upon
request beforwardod through ATIS to '1ashington Document center, thence
to desired addressee. No documents will be evacuated directly to agency
.in United States by selecting agency in Tapan. .
f. To insure ultimata availability of all documents to all
interested agencies, shipping advices of all documents to be ovacuated
to Dashington will be distributed periodically to collecting agencies
in Tapan,- prior to shipment, by "~'ashington Document renter advance e
echelon at AFPAI.
4. a. To insure the expeditious handling of documents, care 'will
be exercised by selecting agencies in packaging and labeling of docu-
ments..
b. Each document or bundle of documents will be accompanied
by Y,FPAC WDIT Form I?o.. 3 completely filled out.
