11 The InSN, Kirov" [oriel Technical School for Electrical Technology (0braztsov
Tetchnikum p6E1ektrote ikh -Sato Kirovl4) is located at b Stefan Stanbolov
Street in Sofiao he regular-course, of studies lasts four years, but the
saatir~ g 0dianting credits may be obtained by attending the evening classes for
a psrs?icd.. of. five years. Itition fees for both 'the regular and evening courses
are 100 lava per gear. The students at the "Kirov" School are in the 13m17-
year-old age group.
20 The school-has.approately 8900 students, about 10 percent of whom are
girls. A group of 15 North Koreann students was enrolled in the school during
the 1954?55 academic yearn .:The faculty is composed of approximately 70-80
teachers, half of whom are women.
3. Upon graduation from the "Kirov" School, students. are awarded a diploma of
eleatro-~technician9 which:entitles them to enter the university'. However,
only a very.small number of exceptionally intelligent students are actually
.permitted to enter the university immediately after graduation. Instead,
most of the graduating. technicians are assigned, by the State, to various
places of employment for two years, while others are drafted directly into
the arigr, depending upon their age.
The standard of general studies (ioe., history, mathematics, languages) is
relatively high, but--tfie technical standards are rather poor. There are
frequent complaints from industrial plants and other institutions as to the
professional incompetence of the '?1Kirov" graduates. The major reason for
such incompetence is the general lack of necessary technical facilities and
equipment in the classroom. For example, there are ten students for each
lathe in.the school works4ops, whereas there should really be one lathe for
each student in the class.
