1. In accordance with conversation between you, 25X1A
and me on 22 May, I feel that in spite of your magnificent- -and in a ition,
lucky--record to date, the principle of providing an airborne spare for
important penetrations, is a sound one and should be followed.
2. There must be flexibility in the application of this principle,
of course, based upon practical considerations, but not flexibility based
upon a question as to the validity of the principle.
