SUBJECT : Request for Authorization for Reimbursement of
Cost of Shipment of Personal Auto
In light of existing legislation, interpretative rulings by
the Attorney General and the present policy of the Agency in re-
spect thereto, as set forth by General Counsel, the only way a
personalty owned automobile can be shipped to a Territory is on
the basis of it being cheaper so to do than to provide an official
car for official purposes. Hence, the question boils down to --
is there justification for one more official U. S. Government auto-
mobile at this station. I fail to find this justification in the
attached paper.
Mr. Houston and I together consulted with
and he II suggested that he would make a more thorough exam-
ination as to official justification when he next had an opportunity
to do so. In passing, states that the Chief, PC has his
own automobile and that,the conception of the second automobile
owned by the Agency in this Territory is for=.'Official communications
purposes (emergencies).
