SUBJECT: Authority Medal of Freedom
REFERENCE: Your memorandum of 13 February 1956. (same subject)
1. The Honor Awards Board has again considered the matter of re-
commending that the Director seek an Executive Order granting him authority
to award the Medal of Freedom. The Board has come to the conclusion that
action on this subject should be withheld pending the acquisition of further
experience in the administration of the Agency's internal awards system,
particularly in view of the changes to the program recently approved by the
Career Council and the Director.
2. For this reason, the Board will appreciate your taking action
with the Department of Justice to defer final action on this matter.
