Subcommittee on Manpower Utilization
our meeting today I talked with Mr. Belen, who
advised that he would call me sometime next week to invite me over
with whomever might be appropriate to discuss with him and Mr. D
Ellis, staff man for the Manpower Utilization Subcommittee, the pro-
blems raised by Chairman Murray's letters. He stated that of course
he realized we would have a problem with written reports and that he
was sure we could work out a satisfactory` solution on this matter in
order to cover our security problems. He suggested that no steps be
taken in connection with these reports until we had had our meeting.
2. Mr. Belen agreed that we should get a reply off to Chairman
Murray somewhat along the lines that we wished to cooperate; that we
were planning to discuss the matter with Committee Cotspse:l at his
convenience next week; and that we are undertaking the "If-analysis
suggested in their letter in order to attempt to determine areas where
manpower could be saved and/or better utilized.
3. 1 feel that our letter should strongly emphasize the coopera-
tion theme, and I also think in view of my talk with Bele* that perhaps
at this point on the problem of the difficulties of
cutting back. I would prefer to leave that point to our oral discussion
than to include it in a letter which might be rniscons
get peoples' backs up.
