C. Area and country war plans (and others) are submitted
for coordination as they are completed. This raises a
problem for most of the DD/S elements as they are required
to commit their assets as each plan comes through with no
knowledge of the number or scope of plans to follow, or of
the commitments resulting therefrom. It is possible that
this situation may be improved by a change in the system
for preparation and submission of the country appendices.
D. Some confusion wil.1 result in overseas war planning
due to the differences between this Agency and the military
in the geographical division of world areas. For example, the
military has one CINCEUROPE. We have several areas dividing
Europe.
E. There are other problems which relate to planning,
such as personnel shortages (CO1410 code-clerks and radio
operators), lack of clearly defined responsibilities of
certain DD/S elements in time of war (Director of Training),
lack of firm requirements from the Department of Defense and
certain still unresolved personnel policy matters with that
Department.
We feel that most of the above problems can be solved or the
situation improved in the near future.
6. A copy of the report of each element of the DD/S is attached.
This material provides an excellent detailed picture of the progress
and problems of the DD/S structure as of 30 June 1956.
