The attached paper is a redoing of the basic paper, which is also attached for your information. It tries to take into account the requirements of actual briefing. It has been prepared with the advice of experts from OSI, OCI, and ORR. There has been no inter -agency coordination, and unless you feel it necessary, none is intended since it does not deviate in substance from the basic paper. The introduction is, I suppose, at best a basis for the dramatic exposition which you alluded to in our last conversation.
