1. The ITALIAN Delegation proposed that the cut-off in this item be
changed from 80,000 r.p.m. to 130,000 r.p.m.
2. The BELGIAN, CANADIAN, FRENCH, F'APANESE, NETHERLANDS and UNITED KINGDOM
Delegations accepted this proposal.
3. The GERMAN Delegation suggested a cut-off of 150,000 r.p.m.
4. This new proposal was supported by the majority of the Delegations
present. The UNITED STATES Delegation, however, wished to retain the
current cut-off of 80,000 r.p.m.
5. The GERMAN Delegation expressed readiness to withdraw their proposal
in favour of the earlier Italian suggestion of 130,000 r.p.m. if that would
secure unanimous agreement. The United States Delegatio)a, however, while
paying tribute to this gesture, were unable to change their position.
6. The CHAIRMAN pointed out that the Italian proposal
had been accepted by all other Delegations and invited the United States
Delegation, for the second round of discussion, to consider the possibility
of accepting it in the spirit of compromise.
7. The UNITED STATES Delegate said that he would recommend this possibility
to his authorities. He pointed out afresh, however, that in the United States
equipment of this nature, when working at 80,000 r.p.m., was used predominantly
for the production of strategic items.
CONCLUSION: The COMMITTEE noted tbat agreement had not boon reached on Item
1016 and agreed to resume its study during the second round
of discussion,
