MEMORANDUM FOR. Director of Central Intelligence
SUBJECT Comments on AD/O's Response to the IG Survey
of the Office of Operations
1. I concur generally in paragraphs 1-4 and Tab A, though I
do not feel as violently about the issue as does Mr. Carey. In
reality the career service management of those with an "intelligence
production" designation is delegated to the boards of the various
offices except for the case of GS-15's and senior lb.'s. Little
practical difference would be made by changing the career designations
as recommended by the IG. We are well aware of the need for widening
career opportunities beyond the limits of single offices and through
my personnel officer, I am taking steps to see that
the various boards maintain the maximum contact and interchange. Mr.
Carey regularly sits at my senior Career Service Board meetings and

ticular reference to the communications engineering specialists,

2. I endorse Mr. Carey, s2P 4 raph 5 and 6 a. to the extent that
he requests ceiling relief foWdditional field slots. I am con-

3. I agree with ?fir. Careyts recommended actions in paragraphs 6 b,
and 6 c.
4. If the appropriations for the new headquarters building are
insufficient to take care of the entire Agency, it is quite likely that
two of the components that would remain outside would be the Contact
b3b1
Division and If that turns out to be the case, it will be necessary
to re-examine the over-all composition of the Office of Operations and
the subordination of its various units. I do not consider it profitable
