1. Attached is a schedule showing the man-hours expended by the
War Plans Staff for training of the U. S. Armed Forces during CY 1959.
This has been broken down into four categories: Lecture, Lecture
Preparation, Administration, and Travel. In all cases, the time has
been computed on the basis of an eight-hour working day. In certain
instances, notably travel, the amount of time has exceeded eight hours;
however, since it has not exceeded one calendar day, it is shown as
only eight hours.
2. In answer to the specific questions posed in your memorandum:
a. _a...pe a ent ten- man staff, WPS has devoted a
total of 44.75 man-da to this type of training during CY 1959.
b. There is a uniform policy in WPS that we accept_all
trains requests from the Armed Forces which ,gre. in any way
reasonable and pertain to our area ofa responsibility. To date,
all requests have fallen within this category.
c. The only instance we know of a training request being
denied was the denial of an informal verbal request from the JCS
to increase the number of spaces for last year's Project USEFUL.
This request was made after the Project was organized, and it
was refused by OTR because of lack of availability of a larger
room in which to conduct the course.
