Study of Intelligence and Counterintelligence
Activities on the Eastern Front and In
Adjacent Areas During WW II.

1. The attached study has been prepared b the
discharge of Agency responsibilities under NSCID 5. It is based on
information contained in periodic reports which field teams of the
German Security Service (SD) submitted to their head.quarters, i.e.,
the Reichssicherheitshauptamt (RSHA). These reports contained
data about German intelligence, counterintelligence and security
activities, as well as information which the Germans were able to
gather about Communists, about the RIS, and various dissident
groups opposing the German occupation authorities.
Z. Although the field team reports were usually repetitive and
frequently devoid of detail, they nevertheless yielded sufficient infor-
mation to permit compilation of this study which includes, among
other items, the names of about 100 Soviet State Security (NKVD)
operatives and approximately, an equal number of NKVD-directed
and supported partisans. The names of these persons (and data
about them), as well as others of possible interest, have been arranged
in alphabetical order in a series of addenda as follows:

C - Soviet Partisans and their Supporters

3. One segment of the German documents used in this study was
captured at the end of WW II and was held in England by the Department
of State and the British authorities; other records used were held in the
US by the National Archives. The documents have since been microfilmed
and returned to the Bonn Government. Microfilms, currently held in
Washington, D.C. at the National Archives, may be examined by using
the following references:

Specific document citations accompany the various alphabetical listings
in the Addenda, in order to permit rapid identification of source material.
4. Facts cited in the study are taken from the captured documents;
conclusions reached by analysts are denoted in each case or are patently
evident as analytical comments. Similarly, all names of persons, places,
or organizations are listed as they appeared in the original records,
except for English transliterations of the very obvious or most common
names.
5. The names of persons cited in this study have not been traced
in records of the Clandestine Service, of other CIA components, or of
other US government agencies. Similarly, no name checks have been

requested from appropriate foreign intelligence or security services.
It is presumed that such tracing and follow-up action, as appropriate,
will be initiated and pursued by the branches and stations concerned.
For this purpose a number of copies of this study have been prepared
on US government sterile paper and are available upon request. Also
available are unpaged copies of this study in order to permit release
of selected segments to foreign intelligence or security services.
However, this Staff requests prior notification if any of the information
is forwarded to the field or to other intelligence or security services.
6. Transmittal of this study to other US Government agencies,
and any required domestic follow-up action will be undertaken by this
Staff.
7. One copy of the study is being forwarded to RID for inclusion
in the CS records system. Indexing of all names of persons cited in
Addenda A through D will be requested of RID/Analysis. RID will be 25X1A2g
requested to index names of persons in the other Addenda
Recipients are requested to examine Addenda E through G for additional
indexing as required and for cross-referencing as appropriate. Pertinent
indexing and cross-referencing notations made by recipients should be
forwarded to RID/Analysis for action.
8. Comments concerning the study are invited; particularly
encouraged are suggestions for further exploitation of the leads
contained in the captured records.
