Lack of coverage of consultations between the six percent
members of the Atomic Energy Commission
According to the New York Times 27 October 1949, the
six permanent members of the ABC have held ten meetings
since 9 August 1949 to explore possibilities of reaching
agreement on atomic energy control. Meetings will be re-
sumed 3 November 1949. D/In has received absolutely no re-
portage of these conversations other than an informal oral
statement of Assistant Secretary Ilickerson on 2 Au gust
that nothing has been accomplished thus far. 5XIA9A
AD/OSI hai confirmed the fact that 05I has also re-
ceived no information about these talk's p although his
organization would be interested only in the scientific as-
poets thereof which are probably nil. It is fair to con-
elude therefore that there has been no coverage of these
talks for CIA. Since President Truman$s announcement of
23 September 1949 concerning an atomic explosion in the
USSR these talks have assumed a new and greater signifi-
cance. An ORE committee is presently attempting to
estimate the political consequences of the USSR's possession
of the bomb and current information of the Soviet attitude
toward control as revealed in these talks even if negative
should be before the committee.
It is therefore respectfully requested that vigorous
efforts be made to insure that in the future these secret
talks will be fully reported to CIA
