1. To discuss a conference on the Autcii tic Disseminator and the
Minicard System held at Rome Air Development Center, Griffics Air Force
Base, Rcate, New York, on l December 1956.
FAC.L`3 AND DISCUSSION : ti
2. Confe lkus atte ad by Lt (olonel Del3ruler and Major Sidenberg,
AFOIN-1B; , CIA; Mr. Joel Lanxner, Mr. William Arsenault,
and Mr. Joe Stalder of Magnavox Corpar'etion; and Mr. Robert Samson, Mr. Al
DeLucia, Mr. Francis Kelly, Mr. Al Levitt,' Captain John Thompson and Mr.
Ni.sbett of RADC.
3. The meeting was divided into two (2) phases, the first phase being
to discuss some possible changes in the logic of the Autcmatic Disseminator,
and the second phase to discuss certain facets of the Minicard program.
4. Lt Colonel. DeBruler proposed two (2) modifications in the Disseminator
logic Which would allow for a proposed change in the Intelligence Subject Code
Area Code end the use of the Intelligence Subject Code Action Codes in the
Disseminator. It was decided that this could be done. in one of three (3) ways
since the logic has already been finished but is in process of review. There
would be no expense involved as far as hardware is concerned; however, one of
the three methods proposed would involve an amount between five (5) and ten (10)
thousand dollars to change the logic. Although this would be the surest and
best way, there is a strong suspicion that such an expenditure would not be
forth-canting; therefore, the three methods of change are merely outlined below
in the order in which they will be considered.
a. In-the review of the .logic, Magnavox will attempt to incorporate
our suggested changes; this MAY-possibly,.though not probably, lead to errors
in the final logic of the machine, but.nevertheless, may be the method used.
b. RADC is to try, within the-next month, tog the extra money
needed to allow a change in logic plus a normal review, which would eliminate
any chance of final errors. This, as mentioned above, is the least likely to
happen. a
c. If neither "a" or "b" prove out, one may be able to accomplish
our desired results when the actual progr

Magnavox reecmuende a metal conduit system instead of wall plugs, and air
conditioning required will be approximately the same as the Duplicator.
This means that for the Minicard system plus the Disae i iigetor, we.. wii?1 need,
approximately fifteen (15) tons of air ca ditioriing capacity.
6. The Minicard system test should take place at Rocggeater some time
around the middle of February. The Duplicator is being shipped this week
from California; however, Eastman is having trouble with the scarming head
photo reproduction part. Also, since the Selector is not.,ccmpleted, arul
there is no camera presentlj-operating satisfactorily, these three facto"
will be the controlling element as to when the .system test can be run. This
test is to be strictly functional in nature.
7. It was re-affirmed at this meeting that close liaison should. 1>e,
maintained between RADC, Directorate of Intelligence USAF, an3 the cctractors,
and that there should be information copies?of co reapond:ence, progress reports,
and the i kP, flowing between RADC and the Directorate of Intelligence.
CONCLUSIONS-
8. This meeting was extremely valuable to all parti.cipents, sane small
misunderstandings were cleared up, and a workable arrangement was arrived at
which will allow more participation for all concerned in various facets of
these contracts which have been, to date, canpressed too tightly. This will
i*iclude weekly progress reports on the Minicerd syatan being furnished to the
Directorate of Intelligence,t AF, by PAM.
