NATIONAL SECURITY COUNCIL INTELLIGENCE DIRECTIVE NO. 16
Pursuant to the provisions of Section 102 of the National Security Act
of 1947, as amended, and for the purposes enunciated in paragraphs (d) and
(e) thereof, the National Security Council hereby authorizes and directs
that:
1. The DCI in consultation with the IAC or with individual members
thereof shall coordinate the programs for the utilization of the capa-
bilities of each of the agencies for the procurement of foreign publications*
to meet the needs of the Departments and Agencies of the Government.
2. The Central Intelligence Agency shall provide, as a service of
common concern, the following support to the IAC departments and agencies:
a. The exploitation** of foreign language publications
*Publications are defined as:
"Any multi-copy works placed on sale or otherwise distributed or offered for
distribution."
**Exploitation of foreign language publications includes the preparation in
English of annotated bibliographies, abstracts of articles or publications,.
extracts or summaries of specific information in publications, selective
translation of key portions of publications, compilations and collations of
specific information from a variety of publications and the use of special
approaches and techniques to derive or synthesize information required and
available from foreign language publications.

for intelligence purposes in accordance with requirements established
by the IAC departments and agencies, and the dissemination of the
product of this exploitation.
b. The development and maintenance of reference facilities
on foreign publications of intelligence interest and translations
therefrom.
3. The Director of Central Intelligence shall coordinate those
services of common concern mentioned in paragraph 2 above with similar
activities maintained by the departments and agencies of the Government
to satisfy departmental requirements: Provided, That such coordination
shall not prejudice the maintenance of facilities necessary to meet
departmental demands.
4. As provided in Section 102 (e) of the National Security Act of
1947, as amended, the departments and agencies of the Government shall
grant to the Director of Central Intelligence, access to foreign pub-
lications and translations in their possession.
5. An Advisory Committee on Foreign Publications shall advise and
assist the Director of Central Intelligence in the implementation of this
directive.
