1. The minutes of the meeting of 16 June 1954 (RS-11-)3) were
approved.
Advisory Committee on Foreign Language Publications
25X1A9a 2. Chairman, AcFLP, reviewed the activities of the
parent group azxi. ia subcommittees. It was pointed out that the
researcher is dependent on the library facility for the furtherance of
his assignment. He must be able to recover information from foreign
language publioations by means of indexes and catalogs, which, in tura

terms of reference which preceded the establishment of the ACFLP are
available for Reference Subcommittee members on request. 25X1A9a
announced that the U.S. Information Agency Librarian, Mr. Ross Newpher,
will become a member of the Reference Subcommittee and that more than
170 USIA libraries throughout the world will be asked to assist in the
publication program for the TAC agencies.

25X1A9a 3. suggested that eachSmleommittee member cenduct
an inventory of researcher opinion regarding the need for additional
reference services or facilities in the intelligence community. The
results of such an inventory could serve the Reference Saboannitiee as
the basis for studies and recommendations for the development of improved
new services, facilities or alterations to existing ones. The irmentory
may reveal gaps In the researoheros knowledge of existing services and
facilities and permit on-the-spot correction. The identification of
these gaps would guide the Reference Subcommittee in deveIepment of
plans for the preparation of adds to research, guides to resources and
library handbooks.

4. Dewing August 1954 three neW services were begun:
a) Foreign Broadcast Soviet Sloe Economic Abstraets pub-
lished on 5x8 verde-. replacing the former week] er ?BLS publication
which contained .on about about 2C% of the total information received.
Theeeurrent service includes all Soviet Bloc economic information -
from foreign broadcasts. It is estimated that there will be
approximately 4000 items each month. At present there is no plan
to index this information.:
b) Simultaneously with the inauguration of the above service,
a program has been initiated to review earlier Soviet Bloc economic
information, appearing in the FBIS Daily Report on Foreign Broad-
caste since 1946 and republish pertinent items on a 5x8 card size
as FB IS Economic Items.

c) Abstracts of Soviet scientific and technical articles
appearing in 54 journals are being prepared by FDD, AID and ATIC
and published on 5x8 cards. This service replaces the older FDD
Periodical Abstracts (Scientific).

25X1A9a 5. suggested that the Subcommittee members examine the
standards for bibliographic citations adopted by the Library of Congress
in its "Bibliographical Procedures of Style, 1254". To the extent
possible, these standarde_base been adopted by:the CIA Library for WO
in its publicationme
Adoption of such standards by the IAC agencies would milliToze the
difficulties growing out of faulty bibliographic citations which now
plague the various library systems and cause much time to be spent in
simple identification work.
Minicard System
6. Captain laidlaw reviewed the status of the Minicard Project
which was summarized in the Air Force Intelligence Library Reference
System, Status Report No. 2. It was pointed out that the Air Force
has offiacto ly adopted the CIA Intelligence Subject Code for use with
this system.
Translations of US. Physics Journals,
7. Mr. Fry stated that the National Science Foundation is
sponsoring the translation of complete issues of certain Russian
physics journals to be done by the Oak Ridge Institute of Nuclear
Studies in the near future.
8. The State Department Library will be host at the next meeting
of the Reference Subcommittee in Roam 2254, New State Department Build-
ing, on 13 October 1954 at 1000 hrs.
