At 1630, 6 June 1967 a meeting was held in Dr. Flax's office to discuss the U2-R and OXCART Program progress. Present at this meeting were Mr. Parangosky, did not stay for the actual briefing. 2. briefed on the status of the U2-R and, in particular, mentioned t at thhor would be an impact of the OXCART deployment on thel specifically in the areas of personnel, equipment an facil- ities. These hindrances were not major in nature. 5. D. would prepare a budget with the assumptions ha the OXCART vehicle will be deployed through November 30 and then would be phased out during December. 7. Both of the above budgets are to be delivered to on 10 June. 8. It is my opinion that Dr. Flax was knowledgeable of the need to determine the OXCART future and that he realized that funds greater thanould be required during FY68. I had the feeling that he would vigorously press this subject, and that we can anticipate some type of decision prior to 1 July 1967. A casual discussion with at the end of the meeting indicated that Dr. Flax would discuss this sub-. ject with Mr. Vance and then decide if an EXCOM meeting was required to answer the pertinent questions. I might suggest that CIA might be well advised to pursue this subject through Mr. Duckett and Mr. Helms, rather than leave the complete initiative and decision to Dr. Flax and Mr. Vance.
