He pointed out the indecision of the future of the OXCART
Program, i.e., will it phase out in December, or will it
continue operational through at least the full FY68. Dr.
Flax seemed well versed and knowledgeable of this problem
and, in fact, requested that we give him further details so
that he could raise the subject in the appropriate places.

the phase out of the OXCART in FY68 and he was shown a pro-
posed operational budget for OXCART for the full FY68 in the

places in an attempt to determine within the
month what the deployment duration for the
OXCART vehicle would be and what planning guides
should be used for the future of the OXCART Pro-

SUBJECT: Meeting with Dr. Flax on 6 June 1967.
1. At 1630, 6 June 1967 a meeting was held in Dr.
Flax's office to discuss the U2-R and OXCART Program
progress. Present at this meeting were Mr. Parangosky,
did not stay for the actual briefing.

and, in particular, mentioned t at thhor would be an impact
of the OXCART deployment on thel
specifically in the areas of personnel, equipment an facil-
ities. These hindrances were not major in nature.
5. The Doctor was advised that the OXCART Program would
require in early FY68 in order to manage some 41 critical
spare items.

the assumptions that the OXCART vehicle would
be deployed indefinitely and that we would
continue to maintain all OXCART vehicles in an
operational posture indefinitely.
D. would prepare a budget with the
assumptions ha the OXCART vehicle will be
deployed through November 30 and then would be
phased out during December.
7. Both of the above budgets are to be delivered to
on 10 June.
8. It is my opinion that Dr. Flax was knowledgeable of
the need to determine the OXCART future and that he realized
that funds greater thanould be required during FY68.
I had the feeling that he would vigorously press this subject,
and that we can anticipate some type of decision prior to
1 July 1967.
A casual discussion with at the end of
the meeting indicated that Dr. Flax would discuss this sub-.
ject with Mr. Vance and then decide if an EXCOM meeting was
required to answer the pertinent questions. I might suggest
that CIA might be well advised to pursue this subject through
Mr. Duckett and Mr. Helms, rather than leave the complete
initiative and decision to Dr. Flax and Mr. Vance.
