Emphasis was given to the necessity for implementing the program
if operations are to be conducted in the Spring. The vital information
which the system can obtain was stressed and its phase relationship
with respect to longer term programs was indicated.
2. Gen. Stewart was non-committal, recognized the
importance of the program in terms of the data to be obtained, and
considering the fact that we have launch experience under the "O"
program, felt reliability might be adequate.
