SUBJECT:
2. An Executive Order eatabliabing the President's Foreign
Intelligence Board was drafted by Dr. Kissinger and sent b
Bureau of the Budget to the Attorney General. Agency views were
not requested to view of the similarity to the earlier Order. Copies
were sent to us for information, as well as to the Vice President,
Secretary of State, Secretary of Defense, and the Director of the
Office of Emergency Preparedness.
3. Dr. Kissinger has asked that the Order be ready for
consideration the week of 10 February. The general thrust of the
new Order is similar to Executive Order 10938, which sot up the
President's Foreign Intelligence Advisory Board. but there are
changes in emphasis.
a. The word "Adv'isory" has been taken out of the
title. H+aweveer, the first function of the Board is to
advise the President concerning the objectives, conduct,
management and coordination of the over-all national
intelligence effort. "Management" and "coordination"
were not in the old Order.
b. The second function is similar to the old in
requiring the board to conduct a continuing review and
assessment of foreign Intelligence and related activities.
