In approving Proje ast week, Col. White expressed some concern to me over the method in which we handle the renewal of research contracts of this type. Although he is apprec- iative of the value of these external research arrangements and the close relationships we have developed with the contractors, he would like to have more flexibility in time on approval actions. We have, as you know, fallen into the habit of formally renewing such contracts after the expiration date. In the case o for example, the contractor submitted his proposal on 8 March 1968; you signed off on 22 March and the Executive Director approved it on 29 March. The contract renewal date was 15 March. 2. To get at this problem, we should insist that the contractor submit his proposal sufficiently in advance of the renewal date to allow you and Col. White to review the proposal without the haste or pressure of short deadline. This will also provide an opportunity to view the proposal in the light of any new demands for resources which may have arisen during the course of the year.
