The oountry'-s territory remains divided into sixteen regions in
addition to the cities of Bucharest and Conetanta. 13ot1 now have the

on December 22, 1960. in introducing the draft bill, tiicolae CEAUSESC,
a member of the Politburo, stated that after a year's study and as a
result of many requests and suggestions made by the working people of
the different communes, ralons and regions, the modification's had been
made in order to construct more viable and better consolidated economic
and cultural units, as well as to in;>ure better ooruaunications bet,,-,,eon
raional and regional centers. These proposals were adopted by the GI A.
on Peaember 24, along vrith certadr, nece:.xary amendment;, to the constitu-
tion which :,ere affected thereby. Six copies of Ceausescu's speech,
which describes the administrative changes for each region, and of a map
as printed in "Scinteia", are enclosed. The constitution=ail amendments

the purpose of tightening administrative controls, which :rill result,
