1. Reference is made to your letter of 4 March 1948, pertaining to
the handling of information requests from 25X1X7

as to parallel your basic intelligence and certain activities of
the Office of Operations. To our combined best interests in these fields
it would appear more efficient if we established CIA as the chief`
